3. I.O.C.L Project

Out of Act. 2893.90dec. of Private land acquired for IOCL compensation in respect of Ac. 2864.51 amounting to Rs. 41,65,47.180 has been paid to the land lossers and displaced persons and possession has already been handed over by 30.05.2000 to I.O.C.L Authority throuh Managing Director IIDCO, Orissa, Bhubaneswar.

        According to Rehabilitation and Relief Plan of I.O.C.L approved in 6th R.A.C meeting, the I.O.C.L authorities shall provide Ac. 0.10dec. size residential plot in Rehabilitation Colony in village Dhinkia to 65 no of displaced families who opted for houses sites out of total 143 displaced families. This plan has been framed as per Govt. policy for rehabilitation of displaced families in connection with Major Industrial Projects. Accordingly the I.O.C.L. Authorities have completed preparation of developed plots with infrastructure facility as laid down in R.R. Plan. The preparation of R.O.R for 65 families has been completed by Tahasildar, Kujanga and it will be handed over to the allottees very soon.

4. OSWAL Project (IFFCO)

The Managing Director, IDCO had submitted proposal for acquisition of private land measuring and area of Ac. 275.99 dec in Vill-Musadiha Jungle and Ac 107.07dec land in village Kaudia. The Managing Director, IDCO has also deposited a sum of Rs. 2,44,00,080.00 towards compensation of land in Musadiha Jungle. But the land owners of the village demanded higher rate of compensation and accordingly the R.A.C. decided for 60% hike in compensation for which the     OSWAL Fertilisers Co. Ltd did not agree at that time and thus the Govt. decided to issue withdrawal notification u/s 48 of the Act. Then the OSWAL Fertilisers Ltd. filled one O.J.C. bearing No. 8876/01 and stay order was issued by the Hon'ble High Court Orissa on the withdrawal proposal of Government. In the meanwhile OSWAL Fertiliser Ltd. has agreed to pay 60% hike on compensation and has withdrawn the O.J.C. The revised estimate with 60% hike in compensation has been sent to Government for approval with a copy to IFFCO ( after tak8ing over from OSWAL Fertilisers ). In the mean while the Hon'ble High Court, Orissa have passed stay orders on the further progress of the L. A work in OJC No. 3440/2006.

    As regards the village Kaudia (Ac. 107.07) notification u/s 4(I) and declaration u/s 6(I) was made. But due to non deposit of compensation money by the OSWAL Fertiliser Ltd. in time the land acquisition process was invalidated.

5. Acquisition of land for Carbon Factory at Paradeep:

The Managing Director, IIDCO, Orissa, Bhubaneswar has submitted a proposal for acquisition of approach road to the Carbon Factory at Paradeep. The declaration u/s 6 of L.A Act. has been issued by the Govt. and according to the approved estimate, the Managin Director, IIDCO, Orissa, Bhubaneswar has also deposited the compensation amount. After passing of award u/s 11 of L.A.Act an amount of Rs. 10,15,300-out of 12,48,000/- has been disbursed to land loosers,. The award u/s 11 of L.A. Act for remaining 2 holdings is pending due to litigation and non appearance of party.

The notice u/s 4 (1) of L. A. Act has been notified in Govt. Gazette & local News papers & General Proclamation has been published in concerned seven number of villages. Subsequent progress on the acquisition work has been held up due to the agitational activities of the anti POSCO people who are not allowing the entry of any Revenue personnel in connection with land acquisition work.
