        District Welfare Section is the part of District Administration, Jagatsinghpur, working under Collector, Jagatsinghpur  for welfare of  ST, SC, other backward & minorities communities.

Annual Returns

            1.Each appointing authority shall furnish by 31st of July, every year to the Deptt. of Govt. concerned-

            (a) A statement in the Form given in Apendix III showing the total number of Govt. servants and

                  the number of SC/ST among them as on 1st April of the year.

            (b) A statement in the Form given in Appendix IV showing the particulars of requirement during the 

                 year ending 31st. March, the number filled by SC/ST.

            2.  Each Deptt. of Govt. shall furnish to the T.R.W Deptt. by 31st October each year

 

80-Point Model Roster

 

  There is the provision for the reservation of SC/ST community in Government ,Semi-Govt., Public sector 

undertakings under the above Act which is maintained according to the eighty-point model roster in both 

initial appointments and promotional posts. All the appointing authorities have to maintain two separate 

registers for initial appointments and promotion for each grade of service.

 THE INTER CASTE MARRIAGE

 

            There is provision for award of cash grant as incentive to encourage inter caste marriage between

 caste Hindu & Scheduled Caste in Odisha.

 

Condition: 

  1. Both the spouses should be citizens of India, permanent resident of Odisha and should be professing Hindu Religion.
  2. One of spouses should belong to Scheduled Cast as define under Article- 341 of the Constitution.

 

         Amount: Rs.3000/- is awarded to them as incentive.

 

For the cash grant the application to be submitted to the  concerned Collector & Dist. Magistrate in the prescribed format given below:

PREVENTION OF ATROCITY

 

            If a member of SC/ST community is injured by the nuisance activities of other class member either physically or verbaly then there is provision under the prevention of atrocity act fir the punishment U/S-3 of the Act. The victimised person is awarded compensation as recommended by joint enquiry both Police & Judiciary Magistrate.

Ban on illegal  transaction of SC/ST lands & restoration :

 

            If any land of SC/ST community are transferred, occupied by a member belonging to other community without permission of competant authority, then this transaction will be treated as illegal. Provision has been made under section-23 & 23(A) of OLRAct.-1965 for detection of such cases and eviction of illegal transfer of occupation.

 

Distribution of ceiling surplus lands/ home stead land to the SC/ST community :

 

            The SC/ST people of the district are distributed ceiling surplus lands & home stead lands by the Tahasildars.

 

Abolition of untouchability :

 

            As social reformation, the practice of untouchability has been abolished by proper implimentation of Odisha Civil Rights Act.

 

Legal Aid :

 

            There is provision for free legal help & aid toward legal expenses to a member of SC/ST   community in case he is facing judicial trial. The accused person has to apply before Dist. Legal Aid  for such help.

 

 

SEBC :    (Socialy Educationaly Back ward Classes)

 

SEBC Loan Scheme :            For economic development of the SEBC  Communities, there loan schemes are implimented in the Dist. for providing loans to the member of the community. DWO is the Dist. Manager for Odisha Backward Class Finance Corporation.

 

            There are Dist. Level Selection committee under the chairmanship of Collector  for selection of the beneficiaries under the scheme.
