Functions: The main functions of the Office to prepare the need based District plan of the District .It gives secretarial assistance to Dist. Planning Committee.Collect various information for setting up of date base at Dist.level . It is also taking up periodical monitoring of various schemes funded through this Office.

Schemes Adopted: Various schemes like MPLADAS/MLALADS/United Fund/Special Problem Fund & 11th Finance Commission Awards schemes are in operation through this Office.The brief write up of the schemes are as follows.

(1)MEMBER OF PARLIAMENTLOCAL AREA DEVELOPMENT SCHEME(MPLADS)

Under this scheme, each Hon’ble M.P.has the choice to suggest development works to the tune of Rs.2.00Crores per year to be taken of his/her constituency.The works under this scheme are of developmental in nature based on locally felt needs. The emphasis is on creation of durable assets.On the recommendation of the Hon’ble M.Ps ,the Collector , Jagatsinghpur sanctions the projects as per estimated cost for the execution by different executing agencies adhering to the guidelines of MPLAD. The progress of MPLAD Scheme in Jagatsinghpur district is indicated in Annexure.

(2)MEMBERS OF LEGISLATIVE ASSEMBLY LOCAL AREA DEVELOPMENT FUNDS (MLALADS)

With a view to increasing the participation of the local people and their representatives in the planning process MLALAD scheme has been introduced.

This fund is intended to be utilised for small but essential projects based on the felt need of the local public. It is also meant to be used for providing missing links to operationalise non-operational plan assets for which funds cannot be provided under any on going programmes. On the recommendation of the Hon’ble MLAs the Collector sanction projects as per estimated cost for execution by different executing agencies adhering to the guidelines of MLALAD. The progress of MLALAD Scheme in Jagatsinghpur District indicated in Annexure .

(3) UNTIED FUND

Under the scheme small but essential projects relating to the felt need of the people are taken up for execution. The projects are selected by the Zilla Parishad, Dhenkanal. The scheme is of two types (i) Normal Grant and (ii) Incentive grant. Under the normal grant the entire cost of a project is met. In case of incentive grant 50% of the project cost is met in the form of incentive and the rest as public contribution. The progress of Untied fund Scheme in Dhenkanal District is indicated in Annexure.

(4) SPECIAL PROBLEM FUND

Under this scheme the Government in Planning & o-ordination Department sanction directly fund for different development works of the district for execution .The progress of this scheme in Dhenkanal District is indicated in Annexure.

(5) 11TH FINANCE COMMISSION AWARDS SCHEME

Under this scheme the Government in Planning & Co-ordination Department sanctioned directly funds towards augmentation of traditional water sources for renovation of non-M.I ponds/tanks during the year 2000-2001. The progress of this scheme in Dhenkanal District is indicated in the Annexure.

1. The 2nd District Planning Committee meeting of this District was held on 27.10.205 to finalise he draft development for 2006-07.

The draft development plan for 2006-07 of his district has been forwarded to Govt.in P & C Deptt. vide District Planing Office, Jagatsinghpur letter no.739 dated.5.4.2006.

2. The Govt.in P & C Deptt. as issued instructions vide its letter No.9264 dated.10.7.2006 to prepare and finalise the strategies & priorities of 11th Five year plan for the District by convening District Planning Committee in the District.

The Govt. P & C Deptt. has been moved vide District Planning Office letter no.1120 dated 20.7.2006 to intimate the name of new Chairperson of the D.P.C of this district in place of Sri Bijashree Routray, Ex-Hon'ble Minister for health & F.W. and Chairperson of D.P.C, Jagatsinghpur Dstrict.

The district level Officers/other concerned have been requested vide District Planning Office letter No.1158 dated 24.7.2006 to send views on plan strategies & priorities.
