FISHERIES ACTIVITIES OF JAGATSINGHPUR DISTRICT  

                After creation of Jagatsiunghpur District in the year 1993, the District fisheries office started functioning at Jagatsinghpur since 28.07.1995. The District bounded by 80 Kms. Coastline, has ample scope of development of Inland , Brackish water fisheries as well as Marine fisheries .The Fish Farmers Development Agency (FFDA) and Brackish water Fisheries Development Agency(BFDA) have been working in the district under the Chairmanship of the Collector and District Magistrate, Jagatsinghpur for development of Inland and Brackish water Fisheries aiming at enhancement of Fish and Shrimp production respectively. The District Fisheries Officer, Jagatsinghjpur is working as the Chief Executive Officer of both the Agencies. The Office of the Asst. Director of fisheries (Marine) is functioning at Kujanga for enhancement of Marine Fish Production.

Background

Development of Inland Fisheries :     The district is enriched with vast inland water resources of 1563.28 ha. in  8 Blocks as follows.  

i) G.P.Tanks                   -   582 nos                  -            292.03 ha.

ii) Revenue Tanks          -   702 nos                  -            255.70 ha.

iii)Private Tanks             -   10,122 nos.           -            1015.55 ha.

In addition to the above resources, the dead river , water logged area, & low lying areas in the district comprises of 776 ha., 520 ha. and 793 ha.  respectively.

Aim and Objective :  

                       In view of the State Fisheries draft Policy aiming at doubling the fish production and draft vision 2020 the critical gaps have been planned to be bridged in the district by providing the fish farmers with adequate quality fish seed as against the current demand of 170 lakhs. In this attempt to produce quality carp seeds one Chinese Circular Hatchery was established at Naradia under Balikuda Block with assistance from the DRDA Jagatsinghpur under SGSY Infrastructure Scheme during the year 2006-07.

                      Further, in order to put the unutilized water area to the tune of 776 ha. in shape of dead rivers to the fold of scientific pisciculture one resource inventory survey was conducted by the Fisheries Deptt. and it was revealed that the Govt. land in Alaka dead river stretching within  Naradia village of Balikuda Block was suitable to develop a hatchery complex with the breeder tanks on the bed of the river itself.

a)Development of Inland Fisheries through fish Farmers development Agency:  

     The Fish Farmers Development agency , Jagatsinghpur District is working in the district since 1994-95 with the following activities.

(a)       To survey and identify the suitable Govt,  Land and enhance fish production by development of the area through pisciculture.

(b)      Expansion of Pisciculture by development of Patita land and tanks by renovation through different subsidized schemes.

(c)       Development of the G.P. & Revenue tanks by eligible beneficiaries and Self Help Groups by long term lease and arrangement of institutional finance.

(d)      Preparation of the Project report of individual beneficiaries, Self Help Groups and sponsoring them to the banks and arranging finance for development of water area and bringing to the fold of scientific pisciculture for higher production, productivity and return through FFDA , SGSY , PMRY , OWN SOURCE Schemes and rehabilitate them.

(e)       To arrange and supply quality fish / prawn seed, feed,  fertilizer etc. to the farmers in appropriate rates.

(f)        To retain the beneficiaries on scientific manner of Pisciculture.

(g)       To lease the Govt. tanks / lands to educate unemployed and make them self-   dependent by adopting Scientific Pisciculture.

(h)       To promote Polyculture / Monoculture of fresh water giant in scientific manner.

(i)         Arrangement of sale of produced fish / prawn in appropriate rates.

(j)        To promote fish seed farm, production of spawn and rearing in private sector and sale / supply of quality seed.

(b)S.G.S.Y. The scheme has been successfully implemented in the district by long term lease of G.P. tanks to the self Help Groups as well as in Private land. Against the target of 50 tanks to be covered under SGSY programme during 2006-07,  55 cases have been sponsored to different Banks for finance against 55 SHGs out of which 37 cases have been developed covering an area of 21.96 ha. benefitting 443 women. In the year 2007-08 the action is being taken for LTL of the GP tanks to be tagged in the programme.

(c)Fish Seed Supply During the year 2006-07, the target of fish seed supply was 130 lakhs against which 180.40 lakhs of quality seed were supplied from the district and outside the district, from Govt.Farms and private producers of the district. For the year 2007-08 as against the target of 156 lakhs, 68.59 lakh seed has already been lifted by 31.08.2007 and action is being taken to lift the balance quantity of fry.

Establishment of Hatchery & Farm in Government & Pvt. Sector : Prior to 2005-06 , there was no Govt. sector hatchery in the district. The farmers generally bring their fry/ fingerlings requirement from hatcheries of neighbouring districts which cause transit mortality as well involves huge transportation cost. To supply seed to SGSY beneficiaries, one fish seed hatchery for production of quality spawn and fry / fingerlings in Govt. sector, has already been operational at Naradia under Balikuda Block with SGSY Infrastructure funding. Besides one hatchery has been established at Nuagaon under Tirtol Block and at Badalahanga under Jagatsinghpur Block , in private sector. Fish seed farms at Alipingal under Jagatsinghpur Block, Kulasahi under Raghunathpur Block and Arakhpari under Naugaon Block have already been operated to ensure the quality fish seed availability at Fish Farmers door step.

  Fish Seed Production :  Against the current fish seed demand of  1.70 crores there was nil production. To meet the demand of fish seed during the year 2006-07 one carp hatchery and three fish seed nursery farm were established.  

  (d)Prawn Seed Supply    To promote monoculture / Polyculture of freshwater prawn in the district, action has been taken to supply seed of M. Rosenbergii (Freshwater Giant Prawn) from hatchery and M. Malcomsonii from riverine source to the interested farmers . During the year 2006-07 , 11.86 lakhs of prawn seed has been supplied to the farmers against the target of 10 lakhs and stocked in 87.42 ha. of area. During 2007-08 only 0.61 lakhs has been lifted upto 31.08.2007 and action is being taken for lifting  the balance quantity of prawn seed.  

      (e)Fish Production  

Against the target of 5500MT of fish production from fresh water during the year 2006-07 , 5620.13 MT has been achieved. Up to 31.08.2007 only  1182.26 MT of fish production has been recorded during 2007-08.

     (f)Shrimp Production

Against the target of 1700 MT Shrimp production during 2007-08 1110.6  MT shrimp production has been recorded till  31.08.2007. `

     (g)Long Term Lease of GP Tanks

Against the target of 240 nos. of GP tanks for approval 125 tanks have been approved for a period of 5 years to 125 SHGs during the year 2006-07. Action is being taken for sponsoring LTL of GP tanks for 5 years for the year 2007-08 and two tanks covering an water spread area of 0.72 ha has been approved.

(h)   Prawn Production  

Against the target of 10 MT of prawn production during 2006-07 , 6.70 MT of freshwater prawn was produced from cultured tanks.Besides103.83 MT  prawn was produced from swamps, Bheels , Rivers and canals during 2006-07. In the year 2007-08, 7.15MT and   12.16 MT prawn were produced from culture and capture tanks respectively.

(i)Recovery of Bank Loan

  Much emphasis is being given on recovery of Bank Loan. An amount of Rs.10.9889 lakhs was recovered from the FFDA fish Farmers  during  2006-07. In the year 2007-08,   Rs.2.8465 lakhs has been repaid till end of August 2007.  

(j)Training Programme

i)      Under FFDA

Against the target of 50 beneficiaries for the year 2006-07 , 40 farmers have been trained for ten days by FFDA Jagatsinghpur.

ii) Under SGSY

Action has been taken by the DRDA ,  Jagatsinghpur for orgabnisation of 7 days training  on Fisheries under SGSY programme. Theoretical 5 days training were organized at Block headquarters and the beneficiaries were imparted two days field training at Krushi Vigyan Kendra under Central Institute of Freshwater Aquaculture at Kausalyagang and visiting successful Project sites within the district. Thirty one SHGs with 151 women beneficiaries were trained at 3 camps during 2006-07.

iii) Under SEP

Against the target of 120 persons 120 beneficiaries were trained during the year 2006-07

(k)Short Term Loan on Pisciculture:   After declaration of   package for fish farmers by the Govt. against  the target of 100 ha.during the year 2006-07  the application of 425 farmers covering an area of 112.50 ha. Amounting to Rs.21.50 lakhs has been sanctioned. An  amount of Rs.16.41 lakhs covering an area of 45.22 ha. has benefited 138 pisciculturists. During 2007-08 thirty seven cases covering an water spread area of 18 ha. Amounting to Rs.6.185 lakhs has been sponsored out of which 13 cases covering an WSA of 5.9 ha amounting to Rs.1.4 lakhs has been financed till 31.08.2007.

(l)Self Employment Programme Pisciculture , now a days considered to be an effective means for employment of un-employed youth by adoption of scientific technology. Against the target of  20  beneficiaries  under the programme , 08 persons have been self employed by adoption of Intensive & Integrated Pisciculture and Monoculture of fresh water prawn during 2007-08.

Fish Seed Supply :  

Constraints :  

            Though it has been a eye-opener in the dead river development programme and remarkably the spawn production has been made since the very year of inception, and revenue deposited in Govt. exchequre ; several constraints have been observed as detailed below.

·                    The massive weed infestation removal was a big challenge in terms of financial involvement as well as subsequent fish health management due to release of trapped obnoxious gases like hydrogen sulphide and ammonia.

·                    The drainage of surplus water from the catchment areas during rainy season was ensured by creation of one drainage channel which is yet to be completed failing which it may cause stagnation of huge quantity of water and man-made flooding.

·                    The arrangements for providing potable water for use in the hatchery by bore well with submersible pump for smooth hatching operation has not yet been made which has caused undue delay in taking up breeding during last year and this year.

·                    The barbed wire fencing work proposed to be taken up very soon can help avoid trace passing and prevent poaching.

·                    The district level Resource centre cum-Information kiosk proposed to be developed on the first floor of the hatchery roof is yet to take its shape in terms of physical progress.

·                    The addition of species like Grass carp, Silver carp and Chinese carp in the seed bulk presently under production can definitely increase interest of the fish farmers of the district in terms of production from unit water area. For this purpose, necessary provision of funds may be made so as to add sufficient brood fishes of the above fish species.

·                    The temporary pipe line laid by the RWSS for taking in water from the branch canal has been taken away due to the transfer of their staff has stopped intake of water and no water was available during the breeding programme this year.

·                    Completion of the Stocking tank no-1 with the demarcation of the outer embankment and strengthening of the same with stone packing.

·                    Addition of two more Stocking tanks for use as segregation tanks will be of good use to the farm in terms of pre-breeding operation.

·                    Completion of the two other nursery tanks by dressing and turfing and addition of two more nursery tanks in the available stretch of Govt. land.    

Conclusion :   All out efforts are being made to successfully provide the fish farmers of JAGATSINGHPUR district with trusted extension support and inputs in shape ofquality fish seed which will definitely help augment the fish production of the district and the state as a whole in active co-operation of the DRDA, and district administration.
